In 2008, Richland County opened a state of the art new Jail Facility with the capacity of 266 beds, in accordance with the Ohio Minimum Jail Standards. The City of Mansfield has combined their efforts to work with Richland County by housing all inmates in the Richland County Jail.

The majority of inmates housed in the facility are awaiting trial.

In addition, an auto attendant has been put into place for civilians to call in and get information on inmates. Example, if you wanted to know when an active inmate is to be released, you could call in and retrieve this information automatically via the phone. The Richland County Jail is located at 73 East Second Street, Mansfield, Ohio 44902. From I-71 take State Route 13 north to downtown Mansfield. The Jail is located next to the Richland County Courthouse. 


Visitation Policies

Visitors shall enter the County Jail through the Visitation Area Entrance located on the south west corner of the building. All visitors are subject to security controls that have been established by the Jail. No contraband or weapons are allowed to enter the facility. No outer garments, purses, cell phones, hats etc., will be allowed into the visitation area. These items will be left on the coat rack in the lobby. Richland County Jail is not responsible for items left or stolen in the lobby area. All visitors shall provide positive identification. All visitors shall have a maximum of 20 minutes per visit per inmate. Any individuals age 17 and under will be accompanied by the parent or guardian along with the birth certificate of the minor. Proof of guardianship shall also be provided to the corrections staff.

Visitation hours are as follows: 

Saturday - 8:00 AM - 8:30 PM 
Sunday - 8:00 AM - 8:30 PM

Two visitors are allowed to visit an Inmate at one time. Inmates are only allowed one visit per visitation day. Appropriate clothing may be dropped off for an inmate only for court appearances. This applies to inmates having a jury trial only. 


Sending Money Policy

Family and friends may deposit money in an Inmate's account during the hours of 8:00 AM - 9:00 PM daily by using the Keefe Kiosk system located in the visitation lobby, by mail, or on-line by visiting .  Credit Cards are accepted using the Keefe Kiosk system NO PERSONAL CHECKS allowed.

Please note that all incoming mail is opened and inspected for contraband and incoming funds. Mail shall not contain correspondence for inmates other than whose name appears on the envelope. Inmates shall not request another person to forward correspondence from inmates in other facilities. Inmates shall not request another person to forward correspondence to another inmate in this facility. Books, magazines, and newspapers must be received directly from the publisher and pass approval of the Jail Administrator. Bibles must be provided by our facility approved chaplains. No Hard back books. Postage Stamps, blank envelopes, blank paper, blank greeting cards, blank postcards, phone cards, two party checks, payroll checks, and personal checks are prohibited. No newspaper, magazine, or any clippings, small pamphlets, bookmarks, cards, laminated cards or photos, photocopies, handmade drawings or letters (in marker, highlighter, colored pencil, paint or crayon) glitter on cards, puzzles, ribbons, calendars, calendar pages, coloring book pages, nothing glued or plastic on cards. Cards must be of standard size no large cards will be allowed. Sexually explicit material or pornographic in nature (nudity) is prohibited. Material that threatens or is detrimental to the security, good order, or discipline of the facility such as correspondence that is in code or gang related material will not be allowed. No foreign substances: lipstick, perfume, or bodily fluids are allowed in or on any mail item. Photos, scanned photos, photocopies or printed pictures off the Internet will be treated as photos. Inmates are allowed 3 photographs at a time. Internet printout of jokes, stories, e-mails, etc. is limited to no more than 5 sheets. No felt markers, gel or glitter pens may be used on the letter or envelope. Individuals who have "No Contact" orders by the court shall not correspond with the inmate. No boxes will be accepted. Only business or personal sized envelopes, NO 8 ½" x 11" envelopes will be allowed. If any of the mail violations are present the letter and/or box will be returned to the sender with a mail violation notice. 


Medication Policy

Upon approval of the medical staff prescription drugs and medication may be dropped off for the inmate provided that they are currently prescribed medication for the applicable inmate and they are in the prescribed container. The prescription then must be validated through our staff physician.

Due to HIPPA regulations, the medical staff is unable to discuss any medical information about any inmate. 


Property Policy

When an inmate is processed into the Richland County Jail, all personal property is taken and placed into a storage area during the incarceration period. Property may be picked up only with written permission of the inmate. If an inmate is released from the County Jail to another facility we will hold the property for 10 days. After 10 days the property will be considered abandoned and destroyed if not picked up. No property will be allowed to be dropped off for any inmate without the approval of the Jail Administrator.
